 I-SEM Registration 

 

Joining the I-SEM Market

All Participants intending to buy or sell electricity in the I-SEM markets must be registered for the markets they intend to participate in.

The I-SEM registration documents for the Balancing Market, Capacity Market and SEMOpx are now available for completion.

Registration Guides are included with the registration documents and provide an explanation for each form, its significance, the submission format required, and a due date for each returned form.  Please refer to the relevant registration guides with initial queries.  Existing participants should refer to the Transitional Registration Plan for an overview and key dates.

Participation and Roles

Participation in the Balancing Market is mandatory for most generators. And participation in the Capacity Market is mandatory for interconnectors and most generators. Participation in the other markets is at the discretion of the participant. The markets available to participants in the I-SEM are outlined below.

Participant requirements and registration procedures for the I-SEM markets are defined in the respective market codes and administered by the system and market operator. An industry guide has been published which provides detailed information on the I-SEM and participant roles in each market.

Existing SEM Participants

Due to the introduction of new markets and new or revised market codes, market services, and market roles, transferring from the current arrangements to the I-SEM cannot be automatic for existing participants. Existing participants will need to follow the transitional registration process and complete the relevant forms. Every effort has been taken to reduce the effort for participants transitioning to the new markets. Where possible, the existing SEM data will be used as the basis for the I-SEM. However, participants will be required to confirm the accuracy of the data and, in some instances, provide additional information.

New Participants

For participants who are not currently registered in the SEM, they must complete the Enduring Registration Forms. Please note; to guarantee participation in Market Trial new participants must submit all paperwork by 28th July 2017. Beyond this date participation will be subject to reasonable endeavours however there are no guarantees. 

The Registration Process - SEMOpx

For a company to participate in the I-SEM Day Ahead and Intraday Markets, the company must:

1) Register as a member with SEMOpx.
2) Register with ECC as a Non-Clearing Member (NCM) or Direct Clearing Participant (DCP).
3) Contract with a Clearing Member or Settlement Bank

New Participants:

Refer to document, “S00 SEMOpx – Registration Guide” for details of what is needed to complete the SEMOpx application.  This document also provides details on the registration process for ECC.

 

Existing SEM Participants:

Refer to document, “S90 SEMOpx – Transitional Registration Guide” for details of what is needed to complete the SEMOpx application.  This document also provides details on the registration process for ECC.

Important! Participants are strongly encouraged to submit their applications as early as possible. In particular, registration for the DAM and IDM involves meeting ECC “Know Your Customer requirements” and contracting a Clearing Member/Settlement Bank which can take a number of months to complete.

The Registration Process - Capacity Market

Step 1: Party Registration

New Participants:

For a company to be registered and participate in the I-SEM Capacity Market it must accede to the Capacity Market Code, as a Party. In order to complete Party registration, a Party application form and supporting documentation must be submitted and accepted by SEMO. The document, “C00 Capacity Market – Party Registration Guide” provides details of what is needed to complete your Party application under the Code.

Subsequently, the Party must register Units, and then qualify these Units for a given Capacity Auction in order to take part in it. 

Existing SEM Participants:

The “C90 Capacity Market - Transitional Registration Guide” outlines the documents required for the registration of existing SEM Parties, Participants and Units looking to register and qualify for the first Capacity Auction under the I-SEM Arrangements (referred to as “CMC Transitional Registration”).

Step 2: Unit Registration

New Participants:

For a Party to participate in the I-SEM Capacity Market in respect of any Unit, a Party must register that candidate Unit under the Capacity Market Code. The document, “C10 Capacity Market - Unit Registration Guide” provides details of what is needed to complete your application to have a Unit registered under the Code.

Existing SEM Participants:

For existing participants, please refer to “C90 Capacity Market - Transitional Registration Guide”.


The Registration Process - Balancing Market

Step 1: Party Registration 

New Participants:

For a company to be registered and participate in the I-SEM Balancing Market it must accede to the Trading and Settlement Code as a Party. In order to complete Party registration, a Party application form and supporting documentation must be submitted and accepted by SEMO. The document “B00 Balancing Market - Party Registration Guide’’ provides details of what is needed to complete an application to become a Party to the Trading and Settlement Code.

Existing SEM Participants:

The “B90 Balancing Market - Transitional Registration Guide” outlines the documents required for the registration of existing SEM Parties, Participants and Units under the I-SEM Trading and Settlement Code Arrangements (referred to as “Transitional Registration”).

Step 2: Unit Registration 

New Participants:

For a Party to participate in the I-SEM Balancing Market in respect of any Unit, a Party must register that Unit under the Trading and Settlement Code (‘the Code’) for the Balancing Market. In order to complete Unit registration, a completed application pack must be submitted to SEMO. The document, “B10 Balancing Market - Unit Registration Guide” provides details of what is needed to complete your application to have a Unit registered under the Code.
